Governor's like Newsom did not have a lot of time to change things but Jerry Brown sure as fuck did. States cannot do "infinite" numbers and types of things, otherwise they would be able to be nations unto themselves.
But, states have been going it alone connecting with other countries going back to Trump's swearing off the climate accords, and connecting with each other going back to the first travel ban. This is one thing that some states have already learned to do.
And in terms of natural disasters the feds are NOT the backup of the states, and Trump is wrong when he says this. The heavy amount of grousing at today's presser (and Pence's attempt to paper over their resource racket) is proof that they know they've been caught, and that the only thing they are truly interested is the economy getting back to benefitting them as soon as possible.

This is why agencies like the CENTER OF DISEASE CONTROL exist.
