I think people were expecting it to run on Android and iOS.

I remember they name-dropped Android, or did I make that up? I can't see them not bringing it to Android/iOS in the near future.

My guess is:

Pixel phones only TO START, then if there are limitations on other devices it will be built into new versions of Android, enabling use by other phones in the future.
Only 3rd gen Chromecast, as it has Bluetooth:

I am sure Google will be able to release a streaming only app without a storefront in it in the coming years.

Chromecast and chrome on PC is already a very low barrier for entry and they'll bring it to more devices in the future.
