I've recently been looking at Sunsoft's Batman games. My cousin had Batman: The Video Game on the NES so I played it when I was a kid, but I had kind of mentally written it off as probably some typical terrible licensed game. But it turns out the NES Batman games were actually top notch for the platform. I'm especially impressed with Batman: Return of the Joker. I had assumed that it was similar to the previous one, but it's actually a run and gun, and probably the best on the platform.

Which brings us to the topic of this thread. There is an NES game consisting primarily of Batman blowing up hordes of enemies with a wrist-mounted gun. Now, I'm not the biggest Batman expert, but it's my understanding that this is very silly.

NES Longplay [056] Batman- Return Of The Joker

It's not your main weapon, but this is going on in Batman: The Video Game too. One of three weapons you can switch between is a handgun that shoots missiles.

Are there any prominent examples you can think of characters in licensed games not quite seeming like themselves?

Was it Shinobi that had unlicensed Spider Man or am I suffering from severe hallucinations?

Shinobi Vs Spiderman & Batman

Boss fight from Revenge of Shinobi. This is the 1st version of Revenge of Shinobi. The 2 versions released after this version had Batman edited to look lik...

You're not wrong about Shinobi having the bizarre Spider-Man fight, but I think Sega actually did have the license to use Spider-Man at the time.

In the NES version of the 1989 Batman game, Batman straight up throws the Joker off the cathedral.

I presume this was loosely based on the Tim Burton Batman film, where Bruce was willing to kill his enemies. He never used handguns, but the Batmobile did have turrets.

If there are examples of this, I'd enjoy hearing those too.
There's one Kingdom Hearts mobile game (or maybe it was a general Disney mobile game) that has Aladdin chiding a character for stealing. I've never played the game in question, so I don't know if it's pre-character development.

Off-topic but responding to your original post: I think Return of the Joker is a fine, technically impressive game but I don't know how you can say it's the best run n gun on the NES when Super C is on the console lol

Here's Friday the 13th for the Commodore 64:

The dude in black is supposed to be Jason Voorhees. Also, he can somehow shapeshift into any character.

I doubt they initially had the rights in 1989 but with later revisions crediting Marvel, they did. Batman got altered, though, due to not having the rights to it.

It's not the main characters, but the Super Star Wars games get crazy with bosses. Some of the chess monsters show up as gigantic bosses, there's a Womp Rat Queen fight, a lava monster in the sand crawler, etc.

Luke also just starts slicing people in half with his lightsaber the second Obi gives it to him.

Return of the Joker? Good? I guess I'll try it again, but I'm really skeptical here...

Related- the first Batman game on Gameboy (licensed from the 1989 film) has him permanently holding a gun out and shooting people as his primary weapon too.

Hokuto Ga Gotoku (aka the Fist of the North Star Yakuza game) has Kenshiro...
using his badass Hokuto Shinken to blow up enemies by hitting pressure points on their bodies (accurate to manga/anime)
using same badass martial arts to mix drinks at a bar. Or make hamburgers. Or cure people at a clinic in time to various music (Ok, I guess Toki sorta did that, just not to dance), act as a shift manager/bouncer at a club, hunt for old Sega arcade games while old Sega music blares out of your buggy...

I love that game...
