Generally companies do make announcements at the start of a new fiscal year, yes.
Japan doesn't do april fools as much as other parts of the world. It's a serious business day for them. That's always been the case for them because their fiscal year is on a different cadence from other countries.

Wonderful 101 whet people's appetite for boring ports and sequels even though everything they've said in interviews about title #4 being a revolutionary new game where Platinum will fully own the IP sure makes it sound like a brand new thing

Well, the dream is the Matsuno game is brought back as a console title, but iirc both that and World of Demons were both with outside partners (CyGames and ... Marvellous?).

I was talking about the actual real world pandemic that has dominated every news outlet in every corner of the world. It's a hell of a thing for a company to be making an announcement now.

We've kinda been dealing with this for weeks now. Considering there's no idea when this'll end and these games have to come out at some time I don't think it's that surprising.
Oh I thought you meant the specific date of April 1st
All the Platinum 4 stuff has be planned since at least early February when W101 went up (and likely months ahead of that since we know the Kickstarter was delayed) so it makes sense that everything would already be in place and it wouldn't be affected by corona

I didn't think you were referring to the pandemic because the pandemic hasn't prevented other video game developers from making announcements so there's no major precedent here for PlatinumGames to be an exception. The company is doubtless dealing with a very severe global situation in key ways, but it really isn't surprising (IMO) that they're sticking to something like this.
All companies will make announcements during this. The world still goes on and businesses will still have to make their money. It's crazier to think companies will halt all their plans until this is over.
