Basically Saudi has beef with Qatar because Qatar is trying to pursue an independent foreign policy. Qatar also runs Al Jazeera which ran loads of stories about the Arab Spring which Saudi didn't like. Bein is the sports arm of Al Jazeera (although its technically independent now) and it has the rights to broadcast the EPL in the region. So Saudi has created its own pirated TV station called beoutQ which mainly pirates the Bein signal to get back at Qatar. They manufactured a bunch of set-top boxes etc so it clearly has to be the government doing/sanctioning it. They've also been pirating stuff from EU TV stations too iirc.
