Weird, it does actually show for me as £20 but then quickly changes to £17.99

Yup, it starts off as £20 but changes to £17.99 after a few seconds. It's definitely an 'upgrade' discount.

Is 2018 or 2019 on Switch better for a newcomer? Or should I maybe wait for 2020 if folks are confident on any meaningful upgrades/changes?
2019 is much better for newcomers. You have tactical presets now which were never in the older ones.
Basically now you have sone help setting out the tactics of the team, if you want to play possession football or defensive or whatever.
There are also tutorials which I don't think 2018 had.
