Marianne isn't the most popular after Edelgard and Lysithea. She lost to Lysithea, Bernadetta, Female Byleth and Dorothea in CYL4 which is a much more accurate gauge since it was a few months after the release of the game and most characters weren't added to the game at that point (something that has been consistently shown to effect a characters votes, only some lords being the exception).
Marianne only won the following year since the fanbase 'wanted to get her into the game' and felt she was ignored since literally everyone else was not only added, some even got a seasonal costume as well. CYL hasn't been an accurate representation of popularity for a few years now.

If you're talking about heroes ingame event, you got to rememver that its def not winning/losing by the popularity contest only at all, since the losing side at any moment in the vote has a x5 to x15 modifier to help them go up. And the community realized they could get an otherwise unobtainable character if they just mass vote for her. Through talking about vote manipulation for choose your legend, there was the case of jorge, where somebody manipulated the vote HARD to get a char that nobody remembered in the game.

Going by that logic, in the same voting gauntlet, Marianne is less popular than Eirika (who she beat in CYL) and Gatekeeper (meme vote).
Marianne is popular (so she's almost certainly getting in Warriors), but she's definitely not above Lysithea/Bernadetta and likely isn't more popular than Byleth/Dorothea who beat her in the closest thing to a 3H popularity poll. Hilda, Hubert, Petra and a few others got hit hard in CYL4 because they were already in the game and are only just now slowly getting more votes now.
To summarize: CYL is political, Voting Gauntlet is a meme.
It would make sense to have "free" class changes in this game. Like Edelgard has a special Emperor moveset but can be reclassed as Wyvern Lord and then get a generic Wyvern Lord moveset shared by other characters which can reclass that way.Interestingly Samurai Warriors 5 gives everyone the ability to equip any weapon, but their preferences give some changes to their movements, so I wouldn't be surprised if they went that route considering everyone can also use any weapons as well in 3H.
Though I wouldn't put it past them to give unique sets to the headliners, it does make me wonder how they would approach the DLC because under the given circumstances, they could make everyone playable.

Needless to say, it isn't. (And to clarify, since I don't claim to be some prophet and nor would I wish to be, Nate and some other folks mentioned the mainline game back then as well!)
But despite all that, and just for the record, this is what I was told as well. Doubt me before you doubt Emily, always, but hey! It syncs, which is nice.
