Those scores are really scattershot, but it makes sense. I read some of the high and low scorer reviews and the game needs to click, then it's good, it seems. If you can't get in the Evil Mastermind mood, you won't have a good time.
Also, while berating IGN is old, I did notice that they had a hallway full of body bags in their base, when other players did not. Bodies everywhere was usually a sign something had gone terribly wrong somewhere, as enemy agents, as a rule, really shouldn't be getting too deep in your base.
One thing I noticed from all the reviews that nobody has talked up is that Evil Genius 2 has custom difficulty settings. While The Last of Us 2 didn't invent this, I am happy to see a not-AAA level game take that particular page from the accessibility book. It's a singleplayer game, after all, the the player do what they want. Or need as may be the case with accessibility.
