Slim at most there have been no mention of a pc release in either trailers or interviews for years now and Sony is not exactly known for putting there blockbuster games on it either.
It'll come to PC down the line I think. But if you feel like not waiting, just get a PS4 Pro. There'll be a lot of PS4 only title you may want to play too.
Better off waiting for the sweet sweet PS5 if you don't own a PS4 already.

This is a very interesting case. The game was announced for PS4/PC, but they never said anything about the PC version since then. It may have been canceled after the engine choice and all Sony support. Or simply the PC version can be launched after one year or something like that. But yes, Sony owns IP and everything else about the game.
