Washington (CNN)A source familiar with the matter tells CNN that the Ukrainian government wrote a statement for public release committing to pursue investigations of corruption, not American diplomats.
The New York Times was first to report on the existence of the statement, reporting that it was drafted this summer by former US Special Envoy for Ukraine Kurt Volker and US Ambassador to the European Union Gordon Sondland. But the source told CNN that Ukrainians' purpose in drafting the statement was to try to reinforce with Rudy Giuliani, who the Ukrainians knew had influence with President Donald Trump, that there was a new team in Ukraine with President Volodymyr Zelensky that was committed to cleaning up corruption in Ukraine.

That sounds like a white house source trying to muddy the waters

It just got even worse for the Ukrainians and for Trump, because it reinforces that Zelensky did, in fact, understand Trump's comments of "do us a favor" as a quid pro quo, and tried to communicate to Trump that they were complying with his request.

But, who knows. It doesn't change much. The statement apparently still went through U.S. diplomats.

So why are there conflicting reports about this? It seems much worse for Trump if the state department was drafting an agreement for Zelensky to commit to. Did NYT get it wrong or are the waters getting muddied?

CNN is saying that it was written by both sides, both U.S. diplomats and Ukranian officials were putting it together.

Yeah, CNN live is saying that it went the following way:
- Ukraine made the statement by request of state at behest of Giuliani.
- Ukraine sent draft of statement to State which passed it to Giuliani
- Giuliani says draft doesn't go far enough, tells state to edit to be more specific.
- State edits document, adds language. Sends back.

Somewhere in this Volker warned Ukraine it would backfire long term if they investigated Biden.

Yeah, classic extortion considering everything that was going on at the time. And also the State Dept/Giuliani/Trump abusing power and subverting another country's democracy and rule of law.

No ifs, ands, or buts. We should never lose track of the picture here. They have not only betrayed the USA and are destroying our elections for personal gain and profit, but they're also destroying Ukraine, which only benefits Putin - who hilariously enough is also seeking to continue destroying USA elections.

Oh holy fuck that is huge. The one thing that kept them kinda clean in the original story was that it was drafted and never delivered so it was proof of Trump being serious and determined to get Ukraine to look into Biden and also had the estate Department heavily involved, but if it was only ever drafted then they didn't go so far as formally acting on it. If this was being drafted by both parties then it's straight up abusing the office of the president to collude with a foreign power in order to impact a Democratic election.

And the idiots said all this via text messages.

No wonder Volker resigned. He knew this was it.
