No you'll need to mod the 3DS in some way. There are physical ripping tools for DS games though (I own one)
If you don't mind me asking before I disappear into a Google black hole, is there a current method for modding my 3DS that doesn't require a hard mod? Also, is there any risk of Nintendo flagging my account as a consequence? Because I don't want my Switch NSO account at risk.

the 3ds guide site is pretty straight forward with this stuff it's not too difficult.
Comparing it to any other phones out now lol $699 is much cheaper then $1000-1200.
Got my phone on ebay for $35 xD. Just had to fix it. Although even ignoring that Motorola makes some great phones in the $200-$300 price bracket.
Tried out several games and everything, 2D or 3D runs like garbage on my S10+. So I have no use for this at all.
Do you live in the EU ? Samsung phones and tablets in the EU don't use Snapdragon SOC, instead they use their own Exynos which is terrible.
The S10 has the Snapdragon 855, and from videos that i have seen as well as reports on the Citra discord, any device with 855 should be running most games perfectly well

Unfortunately the difference is that big, it's why i assumed straight away that you had an Exynos device. I have an S8+ myself.
Dolphin and other emulators run into exactly the same problem.
