An internal Chinese report warns that Beijing faces a rising wave of hostility in the wake of the coronavirus outbreak that could tip relations with the United States into confrontation, people familiar with the paper told Reuters.

The report, presented early last month by the Ministry of State Security to top Beijing leaders including President Xi Jinping, concluded that global anti-China sentiment is at its highest since the 1989 Tiananmen Square crackdown, the sources said.

As a result, Beijing faces a wave of anti-China sentiment led by the United States in the aftermath of the pandemic and needs to be prepared in a worst-case scenario for armed confrontation between the two global powers, according to people familiar with the report's content, who declined to be identified given the sensitivity of the matter.

The report was drawn up by the China Institutes of Contemporary International Relations (CICIR), a think tank affiliated with the Ministry of State Security, China's top intelligence body.

Reuters has not seen the briefing paper, but it was described by people who had direct knowledge of its findings.

"I don't have relevant information," the Chinese foreign ministry spokesperson's office said in a statement responding to questions from Reuters on the report.

China's Ministry of State Security has no public contact details and could not be reached for comment.

CICIR, an influential think tank that until 1980 was within the Ministry of State Security and advises the Chinese government on foreign and security policy, did not reply to a request for comment.

Reuters couldn't determine to what extent the stark assessment described in the paper reflects positions held by China's state leaders, and to what extent, if at all, it would influence policy. But the presentation of the report shows how seriously Beijing takes the threat of a building backlash that could threaten what China sees as its strategic investments overseas and its view of its security standing.

Repercussions possible

The report described to Reuters warned that anti-China sentiment sparked by the coronavirus could fuel resistance to China's Belt and Road infrastructure investment projects, and that Washington could step up financial and military support for regional allies, making the security situation in Asia more volatile.

Three decades ago, in the aftermath of Tiananmen, the United States and many Western governments imposed sanctions against China including banning or restricting arms sales and technology transfers.

Both countries have planned for this for the past century. Hard to know how serious this is versus the million other scenarios that were developed. At least it adds another layer of terror to the pandemic.

In Donald Trump's mind, wartime President = re-election. So I wouldn't put it past him. He did try to frame the coronavirus outbreak as a "war" with an "invisible enemy."

China still has our economy by the balls. The supply chain disruptions would be absolutely insane. This is just war gaming every country does and China would be stupid not to.

This was my initial thought as well. The US economy is so dependant on China it would be insane to go to war with them. Remember this administration values the economy over EVERYTHING else, including the lives of its citizens.

Correction: He values his RE-ELECTION over everything else. IF the economy survives and he doesn't he's not that noble to care.

Unless China wants to invade Alaska or unless the US wants to capture Beijing any war between the two would be mainly in the air, at sea, and unfortunately in the surrounding countries.

Until it goes nuclear that is, China has a nuclear submarine fleet, which is their only way to project power. Their geography doesn't easily allow them to strike at US targets that the US doesn't put in front of them.

US navy would get stomped in a conventional short term conflict with China. They're not equipped to fight battles against a near peer foe.

So Trump has a losing war on his hands. Not a smart move.

Well considering China is a sovereign nation and not some band of extremists it would need congress approval to mount any kind of conflict. I know the GOP loves to slurp the don juice but this would be just insane. GOP leaders were already upset about the trade war trump waged.

The fact that his base would go insane the second all the cheap consumer crap at Walmart goes out of stock because there is a war with China going on.

Not really surprising news at all. Both Chinese and American military apparatuses have been talking about armed conflict for years. It's a regular part of being a global power.

Trump did tweet about how Obama would start a war to save his re-election back in 2012. Also, I'm sure someone like Jared Kushner told him that World War II is what really ended the Great Depression, not FDR's evil socialism. If we can kill 50-60mm people, it'll be boom times again!

Aircraft carriers are only good for conflicts against minor countries. Conventional war against China would all be about the amount of planes and missiles you can sustainably get into the air. Any conflict near China would be in China's advantage in the short term.

USA military was geared in the past decades for the war on terrorism, while China's is geared towards fighting the US. A short term war is not going to be a fair fight.

If you recall WW2, the US / British were getting their asses routinely kicked by the IJN in opening months of the conflict.

The US has plans in case Canada ever invades us.
