You have the right idea, if you're just starting out and you're buying from a reputable seller you should send payment first, and you'll grow your feedback at the same time.
If you buy something it might happen, that the seller wants you to send the money via Paypal "Friends and Family", instead of "Good and Services". This prevents you from charging back the money, but also leaves you without protection in case the seller tries to scam you. Since you wrote you've been following this thread for a while, I guess you know by now, who's active on here and who's not. Someone who's active probably won't risk his "reputation" and ability to sell/buy on here for a couple bucks. Also the feedback list is a good way to determine who you should be able to trust.

careful, some people have been banned from gamestop by using codes from other people. several people have been banned according to CAG. I don;t think it is worth the risk
