While IANAL (I've just followed the whole Prenda Law copyright tolling story with baited breath for years,) I don't believe IP addresses alone would be enough to identify an individual to a legal standard for a conviction from a technical perspective, but anything is possible once it gets to a non-technical judge or jury and a lawyer is able to put enough jargon in front of them that they don't really understand.
