It's very strange because Apex Legends is actually a very good game in isolation. However, I find that people's expectations for the speed of additional content is beyond the scope that Respawn was prepared to support the game post-release. It's getting hard for game developers across the board because the ratio between development time and user consumption ('completion' or 'boredom' both apply) has been getting exponentially worse for an already bad situation. Respawn/EA should probably refocus some development from external studios to help provide orthogonal content additions (skins, quips, custom elimintations) while Respawn works on bigger games and also bigger content updates for Apex.
Combine that with forced team play, which makes it harder for streamers in solo-play circumstances, and an ESports focus and it's no surprise that the userbase (at least on twitch) is dwindling. They need to provide some way for solo play if they want to compete against other games in the field on the streaming market.
