I'm kind of lost in terms of mechanics though. Does anyone have a primer on gameplay?
Not sure if it's because its beta, but I'm having a hard time knowing where I stand. For example, I can't find a UI component that tells me what my housing situation is. I only know there are x number of people in my town, I then have to go to a house to see what the capacity is there and do the math to figure things out.
Are you after information on gameplay in general or 1800-specific changes? One of the most important things about the later is the change to residences also providing the workforce resource for production buildings on top of tax income. Hence, why upgrades must now be manually selected and the option to downgrade is available.
For overall housing, the top panel contains information on each workforce (associated with population tier) and allows you to adjust the productivity levels of each production type in exchange for increased or reduced happiness levels. Mousing over the upper left stat panel gives a breakdown of total population tier numbers. Also, selecting a Marketplace will give a general overview of the total goods being consumed by each pop tier.
You only need to satisfy needs to advance tiers for residences, but satisfying happiness is important too.

Never played an Anno game and I'm absolutely loving the Beta! I'm sold.
One question though, how the hell do you pick items up at sea with a ship? I've failed missions because I have no idea how :/
I've clicked, I've double clicked, I've triple clicked, nothing. Seems you have a similar problem, only my ship refuses to pick up items all the time (the ship's item slots are empty, so there is space on board).Just click on 'm?
(Bit of feedback on the game, it feels as if sometimes the ships don't want to pick up the items or something. And due to the wind direction mechanic it can be quite awkward)

I wonder if they delayed more for a better release window than for technical reasons.
