I'm old.

Movies:
Akira
Cyber City OEDO
Demon City
Ghost in the Shell
Ninja Scroll
Princess Mononoke
Redline
Spirited Away
Sword of the Stranger
Vampire Hunter D: Bloodlust
Wicked City

OVA and Serials
I... haven't seen a whole lot that kept my attention. One Punch Man, Ghost in the Shell: SAC, Full Metal Alchemist, Kenshin, Cowboy Bebop, Hellsing, and Mob Psycho 100 are fun to watch, but I wouldn't say they have amazing animation. It's hard to do when you have to span it over several hours of runtime, as opposed to a movie thats 120 minutes or less.
Yeah, this is practically the same as my list! Some of the absolute classics!

Redline looks nice but I didn't end up liking it very much.

Anyway, as for my recommendation:
Kyoto Animation put out some beautifully animated films and series - though as everybody has already mentioned here, TV series will generally use the more impressive animation sparingly as they have a lot of ground to cover. At least with a good art style and use of colour, even the slower scenes will look nice, which appears to be this studio's speciality with some of their key works.

In particular: Sound Euphonium, Liz and the Blue Bird, and Violet Evergarden, all stood out.

I need to rewatch A Silent Voice before recommending it for animation, it's been a few years. I'm sure it looks beautiful too though..

Going to go outside the box here, and go with Space Dandy. Many of its episodes are homages to a certain style, and most of the actual animation is just awesome.

Redline is probably the ultimate answer, but the plot is real bad and the whole experience overall feels like a major disappointment despite the animation causing your eyeballs to explode.

Karas has CGI that is dated by today's standards, but it's still quite pretty and the choreography is good. When it first came out it blew me away. (Also has mediocre plot though.)

Anything Studio Ghibli or Makoto Shinkai related.

Shinichirō Watanabe is a good source of fantastic animation as well. Cowboy Bebop, Samurai Champloo, Carole & Tuesday...

I was wondering when somebody (you and another poster) would mention Violet Evergarden (and Kyoto Animation's output in general). They create some superbly animated shows and movies.

And yes, A Silent Voice still looks beautiful.

Mob Psycho 100 S1 & S2 (amazing anime with next level animation through out. truly extraordinary)

Kimetsu No Yaiba (AOTY 2019 for me, what a ride that was)

One Punch Man S1 (stay the hell away from S2 :( sad)

Boruto #65 (if you just want to treat your eyeballs just watch this episode. landmark achievement by the animation team behind this episode)

Dragonball Super: Broly (great movie, godly animation by some of the most talented young & senior animators in the industry rn)

Anything by Shinkai has great animation (elevated by really strong art)

Attack on Titan, watch the whole show but S3 in paricular has some really impressive animation.

Boruto #65 goodness, I am a sucker for good hand-to-hand animation:

Wow at the only 2 cowboy bebop mentions.
knockin on heaven's door is masterful thanks to the bigger budget but holy shit if the series isnt also beautifully animated.

Easily Mob Psycho 100. It's way above anything else for me. Tons of incredible action cuts, a quality that somehow stays consistent throughout its entire run (unlike most other shows where you get a cool action shot once every 10 episodes), as well as the inclusion of a bunch of non traditional animation techniques using things like oil painting, painting on glass, or even animating with sand. Plus it's super well written

Some other recommendations:

Space Dandy - Essentially an anthology where every episode is directed by a different star anime director. Gives you a ton of variety both in terms of writing and in terms of visuals, and almost every episode looks incredible.

Yozakura Quarter: Hana no Uta - if you can stomach the absurd amount of fanservice, this (and the OVA Hoshi no Umi) have some pretty great action cuts.

Maquia - This movie sort of got lost between all the Kyo-ani and Shinkai movies coming out lately, but it absolutely stands shoulder to shoulder with these more famous examples ( I like it more than them to be honest). Super beautiful visually, with great character animation, beautiful backgrounds, and character design by Akihiko Yoshida.

Gankutsuou - If by "animation" you mean motion, then you wont really find too much of that here. But in terms of having a unique defining visual identity, Gankutsuou really stands out, thanks to great character design and the fact that is uses some sort of weird texturing effect instead of traditional coloring.

Sound Euphonium - Kyo-Ani makes a lot of good looking shows, but this one is by far my favourite thanks to the incredible attention to detail during the musical performances.

Kizumonogatari movies - The Monogatari franchise isn't really something that I'd recommend people for the plot, and the visual quality of the TV series has sort of gone down the drain after the original show. But the movies look absolutely incredible.

Land of the Lustrous and Beastars - 3D GC in anime has a pretty bad reputation, but these two shows actually manage to use CG to their advantage. They're still far behind what you see in videogames or western CG productions, but they show GC can have a place in anime.

#1 has got to be Akira. Everything else flows from there and there are great choices, but Akira is Herculean. People must have died animating that film.

As far as TV anime goes, Mob Psycho 100 is about the best it gets.

For recent series, I would say titan, hero academy, and maybe sao Alice. Just started fgo Babylonia. I didn't think minor fights would have this quality of animation three episodes in. Wonder how crazy it'll be when things pop off. If it keeps up, it certainly looks a lot bigger budget than aot or mha. OPM s1 vibes.

As far as TV anime goes, Mob Psycho 100 is about the best it gets.

The best part is that its not just the fight scenes that get all the love and care. Even the scenes of characters just walking and talking or undertaking some other mundane activity get the same treatment as the big showdown scenes. Just seeing Mob struggle while he's running is given a lot of attention and makes a lot of scenes that would be throw away shots in another series look amazing. Reigen's motions are incredible for example

Just look at all the shit he's doing every second. A lot of shows would have just have him standing there with his face animated, if that.

Ponyo has some excellent animation, probably the best Ghibli has made, alongside Kaguya.

But personally I'm extremely biased towards Vampire Hunter D Bloodlust, which I consider to be flat out the best looking anime movie ever made.
