As of this writing, the special runoff election will commence tomorrow on 5/12. This election is to fill the seat of former congresswoman Katie Hill (D), who had resigned back in November 2019, for the remainder of the her term ending in January 2021.
The 2 candidates facing against each other are state assemblywoman Christy Smith (D) and former Navy pilot Mike Garcia (R). Pardon me using ballotpedia there.
After Katie Hill's resignation, CA Governor Gavin Newsom issued a proclamation for a special election that took place on March 3, 2020 (Super Tuesday), with a runoff election taking place on May 12 should no candidates reach 50% of the primary vote; Smith only got 36.2% of the vote, while Garcia got 25.4% of it, due to the vote being split among 12 candidates.
Though this is the first election to take place in California amid the COVID-19 pandemic, which prompted Newsom to an issue an executive order to send vote-by-mail ballots to all registered voters of this district (the option to drop off ballots in voting centers and drop boxes is still there). Worth pointing out that Smith is in support of Newsom's approach to slowly reopen the state's economy, while Garcia supports Trump's approach of reopening states ASAP.

I just hope my district pulls through, but if not Smith and Garcia will face off again in the November general election for the same seat for the 117th US Congress.
BTW, Trump is endorsing Garcia. Know what you're thinking, how is this relevant to this topic? He's been making tweets about this particular election lately, where he is claiming Democrats are rigging the election. The context: a voting center was approved in Lancaster prior to the runoff election. This voting center was actually approved, by the GOP mayor of Lancaster ironically enough, to ensure that African American voters wouldn't be disenfranchised. Coincidence?
